USEP at a breakfast meeting held at Serena Hotel-Kampala on 10 October 2013 launched the USEP Academic Progress Scorecard. The launch was graced by the Chief Guest, Hon. Min. C. Muyingo, Minister of State for Higher Education who was represented by the Commissioner for Private Secondary Schools, Mr. Robinson Nsumba-Lyazi.

The USEP Academic Progress Scorecard is an evaluation tool kit developed by Uganda Science Education Programme (USEP) that highlights the tools that schools require to improve academic performance. It takes into consideration the persons responsible for each academic role, indicators of success or failure in fulfilling a given role and how the success of schools' process can be determined.

The meeting was attended by dignitaries from the Irish Embassy, Bank of Uganda, World Bank, SESEMAT, East African Development Bank, EDUCATE!, Kyambogo University Faculty of Education, UNESCO, PEAS Uganda, UNAS, NCDC, NPA, Makerere University School of Education, UNHCR, BTC, DES-MoES, Parliament of Uganda and the media. The keynote was delivered by the Commissioner in Charge of Secondary Education Standards, Mrs. Turyagenda Kedrace.

The USEP Academic Progress Scorecard operationalises some aspects of Systems Approach for Better Education Results (SABER-Teachers) by the World Bank. These include;

  • Staffing
  • Planningthe teaching & process
  • Syllabus coverage
  • Levels of attrndance by teachers and learners
  • Status of the teaching and learning resources
  • Continuos assessment of learners
  • Support remedial teaching
  • Career guidance, monitoring and role modeling
  • Learner outcome review

The USEP Academic Progress Scorecard is an evaluation tool kit developed by Uganda Science Education Programme (USEP) that highlights the tools that schools require to improve academic performance. It takes into consideration the persons responsible for each academic role, indicators of success or failure in fulfilling a given role and how the success of schools' process can be determined.

The Academic Progress Scorecard's major function is to improve learner outcomes through a series of learner development processes from each individual player's activity in the learning process.
